Top-level Design is never a “Plan for Reform” in China

Abstract: Given the practical nature of reform and the particularity of China‘s reform, China cannot move forward its reform without sticking to the principle of “feeling the way along inch by inch”. Top-level design is not to make a reform plan. A planning-based reform will not produce market-born fruits. The real top-level design is to establish a scientific outlook on reform and focus on providing solutions to certain fundamental problems that hinder China’s reform from starting anew. The top-level design charts the course for reform, and “feeling the way along inch by inch” serves as the approach of reform, with the two complementing each other.
