Mr. Qiu Baoxing graduated from Hangzhou University (majoring in Physics Science), Fudan University (majoring in Economics) and Tongji University (majoring in Urban Planning). He also holds PhD in Economics, PhD in Science and Senior Urban Planer Title. In 1984, he was named Secretary of County Committee of Yueqing County, Zhejiang Province. From 1994 to 1999, he has been serving as Secretary of Municipal Party Committee of Jinhua, Zhejiang. In 1999, he began to act as Mayor & Deputy Secretary of Municipal Party Committee of Hangzhou, Zhejiang. He has been Vice Minister & Party Member in MOHURD since 2001. Moreover, he holds such positions as Deputy to the Fifteenth National People’s Congress and Member of Seventeenth Central Committee.

Mr. Qiu Baoxing is also the author of many academic works, including <Theory & Application of Urban Image>, <Talent, System, Environment>, etc.
