Mr. Xia Qing, who graduated from Department of Hydraulic Engineering, Tsinghua University in 1967, used to serve as Vice President & Chief Engineer of Chinese Research Academy of Environmental Sciences. As a famous expert in Environmental Planning, Environmental Standard and Environmental Labeling, Mr. Xia has been working on the research of Chinese aquatic environment capability and pollution control program since 1978. He has also hosted the water pollution prevention programs of 5 basins, including Yangtze River and Yellow River. And he was also named Technique Responsible Official of Pollution Treatment Project in the Water Diversion Project (East Route).

Mr. Xia is now a member of Water Diversion Project Expert Panel, State Council of the China; Director of National Biological Materials & Degradation Products Standard Committee; Vice President of Chinese Society of Commodity Science; and Vice President of Beijing Cyclic Economy Promotion Association. He has been serving as Member of 2nd, 3rd Technology-based SMEs (Small and Medium-sized Enterprises) Innovation Fund Expert Panel since 2002.
