Waterford City Council decided to prepare an Urban Design Framework Plan for the North Quays area of the city.
The Waterford City Draft Development Plan 2007-2013 states: “it is the policy of the Council that a master plan for the overall site be prepared so that a coordinated approach and key design principles, based on the previously adopted guidelines, will characterise the development.”


The objectives of the Plan are to:
:: Present, consider and agree a broad vision for the North Quays
:: Prepare basic development concepts for the North Quays
:: Bring together an integrated framework plan for the North Quays
:: Provide a set of key urban design guidelines for the plan
:: Set out measures for implementation
The Urban Design Framework Plan was prepared in consultation with the Council, a group of key stakeholders, and the public
The design framework was prepared using the procedures set out in Chapter II of Part II of the PLanning and Developement Act 2000 (as amended), in relation to the making of Local Area Plans. The Design Framework was made by Waterford City Council on 14th July, 2008. The design framework is consistent with Waterford City Deverlopement Plan which came into operation on July 8th 2007.
