演讲摘要:
China being a global power has many advantages but it is exposed to the world’s dysfunctional economic systems. The “prosperous West” has problems of poverty especially during a recession. The world crisis is a land crisis as well as a financial crisis, and yet western governments are only concentrating on financial reforms.
From its own unique history, culture and experiences China can teach the world.
We all need land to survive. The value of land rises as society prospers. All land in China is owned by the public. Dr Sun Yat-sen, a founder of modern China advocated the idea of collecting the economic rent of land to pay for public infrastructure and services. Hong Kong collects land rent to pay for public services and enjoys low levels of damaging income and sales taxes.
If China adopted a policy for collecting all land rent, many advantages would flow. Land better used. Cities more efficient. Urban sprawl reduced. Property speculation eliminated. Damaging taxes on incomes and sales reduced.
China would protect itself from the worst effects of western business recessions and teach the world a better way to nurture land and the other free gifts of nature that mankind enjoys.
