Mr. Qiu Baoxing, Senior Planner, the Doctor of economic and engineering, is now the counsellor of the State Council, China and the president of the Chinese Society for Urban Studies; He also serves as the chairman of Chinese National Committee of The International Water Association (IWA).

Mr. Qiu Baoxing had served as the major of Hangzhou City, Zhejiang Province, vice minister, Ministry of Housing and Urban-Rural Development, P. R. China. He also worked as the vice team leader of the Wenchuan, Yushu and Lushan Post-Quake Reconstruction Coordination Panel. He was responsible for the Major Science and Technology Program for Water Pollution Control and Treatment as a chief principal administrator.

Qiu Baoxing is a leading expert in urban construction and planning field. As a visiting scholar of Harvard University, he has involved in relevant researches and projects.

He is now the PhD supervisor of Tongji University, Renmin University of China, Tianjin University, Chinese Academy of Social Sciences. He is also the adjunct professor or guest professor of Tsinghua University, Peking University, Zhejiang University, Fudan University, The Hong Kong Polytechnic University, University of Cardiff and etc..
